DigiLocker Migration Certificate Download: CBSE Steps & Missing Document Fixes (2026)

If an admission form asks for a migration certificate, first check DigiLocker's Issued Documents rather than uploading a scan yourself. CBSE's academic repository provides digital migration certificates, alongside marksheets and passing certificates. This guide explains the CBSE account-confirmation route, what to do when the certificate is missing, and how to distinguish an issuer-provided record from your own uploaded file. It does not promise that every board, examination year or college uses the same process.

What is it?

A migration certificate is an academic record used when moving between boards or institutions where the receiving institution requires it. It is not the same as a marksheet, passing certificate, school transfer certificate or APAAR ID. A marksheet records examination performance; a transfer certificate is normally handled by the school. Check the exact wording of your admission checklist before choosing a download. DigiLocker is a way to retrieve and share records supplied by participating issuers; it does not create a new academic entitlement or correct the board's underlying data. CBSE's repository explicitly offers digital marksheets, passing certificates and migration certificates. For another board or university, availability depends on that issuer and the records it has published. Seeing CBSE in DigiLocker does not prove that your state board or a particular older examination year is supported.

Benefits

An issuer-provided digital record can help you recover a certificate without treating a photograph as an authenticated replacement. The important distinction is Issued Documents versus Drive or uploaded files: the former comes through the issuer's system, while the latter contains copies you uploaded yourself. NAD explains that digitally issued academic awards have legal standing at par with originals under the applicable framework. That is not a blanket promise that every screenshot, self-uploaded scan or printout will meet every admission requirement. Ask the receiving institution how it verifies the record, and preserve the original downloaded file without editing its contents. Retrieving a certificate does not establish scholarship eligibility; income, marks, category and admission conditions still have to be checked separately.

Practical example: Illustrative example, not a reported case: Riya's college asks for her CBSE Class 12 migration certificate. She already has DigiLocker, so she first checks Issued Documents and the CBSE issuer. If her school asks her to complete CBSE confirmation, she uses her actual school code, examination roll number and school-issued PIN. After retrieving the record, she checks her name, exam year and certificate type before downloading it. She asks the college whether it wants the issuer-issued PDF, a verifiable DigiLocker record or a separate submission. A self-uploaded marksheet would not solve the missing migration-certificate requirement.

Who is affected

  • ✓Use the CBSE instructions if your certificate was issued for a CBSE Class 10 or Class 12 examination; do not choose CBSE merely because your school uses DigiLocker.
  • ✓The relevant examination result and digital record must be available from the issuer. A DigiLocker account alone cannot make an unpublished certificate appear.
  • ✓If your board is different, search its exact issuer name and supported document types, or follow its official certificate portal.
  • ✓For an admission or scholarship, confirm the required document and accepted verification format directly with the receiving institution.

What to check

  • ✓Your examination class, year, roll number and school code, copied accurately from official school or examination records.
  • ✓The six-digit security PIN supplied by your school when using CBSE's account-confirmation route. Keep leading zeroes; this is not a PIN to guess.
  • ✓Access to the mobile number used for the OTP in the displayed flow. A mobile signup OTP and an Aadhaar-authentication OTP are different steps.
  • ✓Your existing DigiLocker sign-in details, if you already have an account. Do not create repeated accounts to work around a missing record.
  • ✓Your admission checklist, so that you retrieve Migration Certificate rather than only a marksheet or passing certificate.

What to do next

  1. Start with cbse.digitallocker.gov.in or digilocker.gov.in, not an advertisement or a payment link promising instant certificates. Existing users should first sign in and check Issued Documents.
  2. If CBSE or your school directs you to account confirmation, open cbseservices.digilocker.gov.in/activatecbse and read the current instructions before proceeding.
  3. In the published CBSE manual's flow, select Class 10 or 12 and enter school code, roll number and the six-digit school-issued security PIN. Class 10 users may also be asked for date of birth.
  4. Check the basic details shown, enter the mobile number requested by that flow and complete its OTP verification yourself. Never send the OTP or PIN to an agent.
  5. Proceed to your DigiLocker account. After results and records are published, the CBSE manual directs students to Issued Documents for marksheet-cum-certificate and migration certificate.
  6. If it is not already listed, look for CBSE under the document-search or issuer section. Select Migration Certificate and provide the examination details the current issuer form actually requests.
  7. Open the retrieved document and verify your name, class, examination year and issuer. Use the available download or share option; keep the downloaded file unchanged.
  8. If retrieval fails, check issuer, year and roll number first. For a missing PIN, contact your school; for incorrect academic data, ask the school/board about correction; for account-access trouble, use DigiLocker's official help. Tell the admitting institution promptly if its deadline is close.

Important dates

There is no single nationwide admission deadline attached to downloading a DigiLocker migration certificate. Your institution's admission or document-verification notice controls the deadline. Documents appear only after the issuer publishes the relevant records, and availability can vary by examination year. Do not assume account activation immediately produces a certificate or that a help request guarantees resolution before admission closes.

Common mistakes to avoid

  • ✓Certificate not showing: recheck the correct board, exam year, class and roll number before assuming DigiLocker has lost it. If the issuer has not supplied that record, contact the issuer.
  • ✓Missing school PIN: ask your school for the CBSE confirmation PIN; do not confuse it with your DigiLocker sign-in PIN or a one-time OTP.
  • ✓Name mismatch: compare the board record and identity details. Some issuer retrievals depend on matching identity data; DigiLocker does not itself rewrite an incorrect academic certificate.
  • ✓Uploading a scan into Drive and calling it an issued certificate: upload storage does not turn your file into an issuer-verified record.
  • ✓Paying a stranger or sharing full certificates publicly: use official help, keep credentials private and share academic records only with the intended institution.
  • ✓Assuming all boards and years follow the CBSE process: another issuer may use a different route or may not offer the document in DigiLocker.

Frequently asked questions

How do I download a CBSE migration certificate from DigiLocker?

Sign in and check Issued Documents for the CBSE migration certificate. Complete the official CBSE school-PIN confirmation if instructed, or retrieve the record through the CBSE issuer section using the details requested. Verify the record before downloading.

Where do I get the six-digit CBSE security PIN?

Your school supplies the student-specific PIN for CBSE's account-confirmation flow. Contact the school if you have not received it. It is different from a login PIN or mobile OTP.

Can I download it without Aadhaar?

CBSE's published confirmation manual describes school details, a school-issued PIN and mobile OTP. Other sign-in or issuer verification steps may ask for Aadhaar authentication. Follow the actual official flow rather than assuming Aadhaar is required for every step or never required.

Is a migration certificate the same as a transfer certificate?

No. They serve different academic purposes and may come from different issuing authorities. Ask your institution which one it needs; a marksheet is not an automatic substitute either.

Why is my certificate missing even after login?

Possible causes include the wrong issuer or examination details, an unpublished record, a supported-year limitation or a mismatch in source records. Check these and contact your school/board or DigiLocker help as appropriate; avoid paying for a guaranteed fix.

Will every college accept the downloaded file?

Issuer-issued digital academic records have recognised legal standing, but each institution's submission and verification requirements still matter. Ask how to supply the verifiable record. A screenshot or self-uploaded scan is not equivalent merely because it is in DigiLocker.
