OBC Non-Creamy Layer (NCL) Certificate 2026: ₹8 Lakh Rule, Central Format & How to Apply
An OBC caste certificate alone is not enough for OBC reservation. Central jobs and central institutions also need proof that you are not in the 'creamy layer' — the better-off section of OBC families. That proof is the OBC Non-Creamy Layer (NCL) certificate, issued by the tehsildar/SDM. Under the Central government rule the family income limit is ₹8 lakh a year, and salary and agricultural income of parents are not counted in that test. For central recruitment (SSC, railway, banks) and central admissions you need the certificate in the central (Government of India) format, and your caste must be in the Central OBC list.

The ₹8 lakh ceiling and the exclusion of salary and agricultural income follow DoPT creamy-layer orders (limit revised to ₹8 lakh in 2017). State governments can set their own limits and formats for state jobs and admissions. Rules were reviewed on 26 Oct 2026; always check the exact format and issue-date rule printed in your recruitment or admission notice.

What is it?
The creamy layer rule keeps OBC reservation for families who are still socially and economically backward. Children of high-ranking officers (for example direct Group A / Class I officers), constitutional post holders and families whose income from other sources (business, property, profession) is above the limit for three consecutive years are treated as creamy layer. Everyone else in a listed OBC caste is 'non-creamy layer'. The NCL certificate states this, and it is checked every time you claim OBC reservation. Remember there are two lists: the Central OBC list maintained by NCBC, and each state's own OBC list. A caste may be on one and not the other.
Benefits
With a valid central-format NCL certificate you can claim OBC (27%) reservation in central government jobs such as SSC, RRB, IBPS, UPSC and in central admissions such as NEET, JEE/JoSAA, CUET and central universities, along with age relaxation of 3 years in most central recruitments and lower fees in many exams. A state-format NCL certificate is used for state jobs and state admissions.
Who is affected
- ✓Your caste must be in the Central OBC list (for central jobs) or your state OBC list (for state jobs)
- ✓Family income from sources other than salary and agriculture must be below ₹8 lakh a year for three consecutive years (Central rule)
- ✓Parents should not hold constitutional posts or be direct Group A / Class I officers as defined in DoPT orders
- ✓'Family' means you, your parents and your minor siblings — a married applicant's own spouse income is not counted for this test under the central rule
- ✓The certificate must usually be issued for the financial year mentioned in the notice
What to check
- ✓OBC caste certificate (or the documents needed for it)
- ✓Aadhaar card of the applicant
- ✓Family income declaration / income certificate
- ✓Parents' service details or salary slip, if employed
- ✓Land record if the family earns from agriculture
- ✓Recent passport-size photograph and self-declaration in the portal's format
What to do next
- Check that your caste is in the Central OBC list on ncbc.nic.in if you need it for a central job or admission
- Open your state's e-district / RTPS / Aaple Sarkar portal or visit a CSC
- Choose 'OBC Non-Creamy Layer' and select the central (Government of India) format when the purpose is central
- Fill parents' occupation and income details honestly — separate salary, agriculture and other income
- Upload documents, pay the fee if any and save the application number
- Track status; after approval download the signed certificate, or fetch it in DigiLocker where linked
- Compare the issue date and financial year with your exam notice before uploading it anywhere
Important dates
There is no national deadline. What matters is the cut-off date in your notice: many central recruitments and admissions ask for an NCL certificate issued for a particular financial year or after a certain date. Apply as soon as a notice is out, because tehsil verification can take one to three weeks in busy seasons.
Common mistakes to avoid
- ✓Submitting a state-format NCL for a central job (common reason for losing OBC status at document verification)
- ✓Caste present in the state list but missing from the Central list
- ✓Old certificate from a previous financial year
- ✓Adding parents' salary to the income test when it should be excluded
- ✓Name or father's name spelt differently from the exam form
Frequently asked questions
Is the NCL certificate the same as the OBC caste certificate?
No. The caste certificate proves your caste; the NCL certificate proves you are outside the creamy layer. Central jobs and admissions usually need the NCL one.
My father's salary is above ₹8 lakh. Am I creamy layer?
Not automatically. Under the central rule salary income is not added to the income test; status depends on your parents' post. Check the DoPT criteria for their rank.
How long is an NCL certificate valid?
It reflects income for a financial year, so most notices ask for a recent one. Read the date rule in your notice.
Can I get it in DigiLocker?
In states linked to DigiLocker, yes — it appears under issued documents after approval.
