EWS Certificate Online Apply 2026: ₹8 Lakh Income Rule, Property Limits, Documents and Steps
The EWS (Economically Weaker Section) certificate lets general-category candidates who are not covered by SC, ST or OBC reservation claim the 10% EWS quota in central and many state jobs and admissions. For central purposes the main tests are family income below ₹8 lakh a year and limits on land and house property. You apply to your state revenue authority through the e-district portal or a CSC.

Income and property limits here follow the central DoPT Office Memorandum of 19 Jan 2019, checked on 23 Oct 2026. Some states use their own EWS rules for state jobs and admissions, so read your state notification before applying.

What is it?
EWS reservation was introduced by the 103rd Constitutional Amendment in 2019. It reserves up to 10% of seats in central government jobs and central educational institutions for economically weaker people who do not already get SC, ST or OBC reservation. To claim it you must submit an Income and Asset Certificate — commonly called the EWS certificate — issued by a competent authority in your state. For state jobs and state admissions, the state's own EWS notification applies.
Benefits
A valid EWS certificate lets you apply under the EWS category in UPSC, SSC, railway, bank and other central recruitments and in central universities, IITs, NITs and medical colleges through central counselling. EWS candidates also receive age or fee relaxation only where a specific notification says so — do not assume one. Many states offer EWS seats in their own jobs and colleges as well.

Important dates
Recruitment and admission notices usually say the EWS certificate must be for a particular financial year or issued before a cut-off date. Because the certificate is based on the previous year's income, many candidates need a fresh one each year. Apply several weeks before the form deadline to allow for verification.
Common mistakes to avoid
- ✓Counting only salary and leaving out farm or business income
- ✓Forgetting land owned by parents when checking the 5-acre limit
- ✓Submitting an old financial year's certificate when the notice asks for a newer one
- ✓Using a state-format EWS certificate for a central job that requires the central format
- ✓Applying when the family's caste is already in the OBC list
