EPFO Employees' Enrolment Campaign 2026: 31 October Deadline, Eligibility & Process

The Employees' Enrolment Campaign is a one-time compliance window for employers to disclose eligible workers who were left out of EPF coverage. It is not a cash-benefit application for workers and must be completed by the employer.

The dates and core conditions below come from the Ministry of Labour & Employment release published by PIB. EPFO decides acceptance after validating establishment and employee records.

What changed: This campaign is separate from the September 2026 EPF wage-ceiling change. It addresses earlier non-enrolment, not merely a change in the wage limit.

What is it?

EEC 2026 allows an EPF-covered establishment to voluntarily identify an eligible employee who should have been enrolled during the notified historical period but was missed. The employer generates or validates the worker's UAN, files the relevant electronic return and pays the amount EPFO calculates under the campaign conditions.

Benefits

A valid declaration can bring the employee's past eligible service into the social-security record and help the establishment correct a historical omission through the special window. Any waiver or reduced liability applies only where the official campaign conditions are met; it is not automatic debt forgiveness.

Practical example: A worker joined an EPF-covered factory in June 2021, remains employed there on the declaration date and was never enrolled. The employer should verify payroll and attendance records, generate a face-authenticated UAN through UMANG if required, and file the declaration/ECR. A worker who already left the establishment before declaration does not meet the stated continuing-employment condition.

Who is affected

  • ✓The establishment must be covered under the EPF law and use its official employer login
  • ✓The employee's relevant employment must fall between 1 April 2009 and 31 March 2026
  • ✓The employee must be alive and still working for that establishment when declared
  • ✓The employee must otherwise have been eligible for EPF membership during the missed period

What to check

  • ✓Employee Aadhaar, Aadhaar-linked mobile and existing UAN, if any
  • ✓Appointment letter, joining date, wage register and attendance records
  • ✓Bank and identity details required for UAN validation
  • ✓Employer establishment ID, payroll reconciliation and ECR working papers

What to do next

  1. Employer identifies missed employees and reconciles payroll records for the notified period
  2. Confirm the employee is still on payroll and obtain consent/correct Aadhaar details
  3. Generate or validate the UAN using UMANG Aadhaar face authentication where required
  4. Submit the declaration and electronic challan-cum-return through the official EPFO workflow
  5. Pay the assessed dues and retain acknowledgement, ECR and employee-wise calculation

Important dates

The special campaign is available up to 31 October 2026. Do not wait until the final day because Aadhaar/UAN or payroll mismatches may need correction.

Common mistakes to avoid

  • ✓Treating this as a worker self-application; the employer must make the declaration
  • ✓Including a person who left before the declaration date without checking the campaign condition
  • ✓Assuming every employee contribution is waived; relief is conditional
  • ✓Using unofficial agents instead of EPFO, UMANG and the establishment login

Frequently asked questions

Can an employee file EEC 2026 alone?

No. The campaign declaration and ECR are employer-side actions. The employee can ask HR/payroll to verify the omission.

What is the last date?

The official campaign window runs through 31 October 2026.

Does it cover every former employee?

No. The PIB release states that the worker must be alive and still employed with the declaring establishment on the declaration date.

Is this the new ₹25,000 EPF wage limit?

No. EEC is a historical enrolment-compliance window; the wage-ceiling update is a separate development.
